  I offered the seller many offers on his product, all were declined. I did the ‘buy it now’ and submitted payment. Seller stated the item needed a repair and that the item needed to be repaired before shipping. I requested a refund and the Seller refunded my payment. I’m flagging this transaction as neutral because although I received a refund, the item was not as described in the description.
