Since EBay is responsible for the shipping tags, we assume there must have been an issue with the label itself for some reason. My offer was accepted and processed. The description indicated the headlamps were from the same VIN, meaning they would be similar in quality and aging. There were no cracks, and the clear plastic was like new. A happy Canadian/Volvo C70 and XC70 owner!
