Problem was: I paid double for the shipping. The seller pre-paid shipping for 7 oz, and the package upon arrival was held at usps until shipping due was paid. The package was 4 lb 8 oz so the seller paid only for a fraction of the shipping. I had to pay 18 usd. The seller was not responsive, and subsequently not willing to remedy their fault suggesting I should file a payment dispute.
