Trustworthy seller though, as they didn’t lie and delivered them quickly

I DO think it's German, but what I think had happened is somewhere along the line, cap & hanger fell through pike opening (there's TWO caps and TWO hangers inside ornament!) and a third, 'new' cap & hanger was applied.
