Without tension on the spool it comes unwound and is a pain to respool the cable. Swivel bearing is completely open to the elements and should be at least sealed on the outside. Structure is good 👍 Pictures show original then my added cable retaining device. Below the pivot shaft is a drilled through hole, should be for retaining hardware so it can't come apart but nothing in the included parts fit that location.
