It was advertised as complete. I contacted the seller about this.He was real easy to work with. immediately offering to let me send it back for a full refund. We worked out a deal where I kept the model and he refunded half of my money, I was happy with the outcome. I would recommend this seller. I am sure it just got over looked that a few of the parts were missing.
