I contacted the seller about it, and he explained the manufacturer does that to make sure all the packets/pieces are there. I tried messaging the seller 3 different times asking for an update and he never responded. I got my refund thankfully after calling ebay for help, but I'm still pretty disappointed because it was an expensive purchase and he had so many good reviews that I trusted. I don't recommend buying from this seller.
