I contacted the seller about it, and he explained the manufacturer does that to make sure all the packets/pieces are there. A piece of the product was broken during shipping and seller apologized while also giving a partial refund. Item was as described and looked great (other than the broken piece, not sellers fault). Recommend doing business with them, and will definitely buy from again.
