I was notified on the 31st that it arrived but it did not. When eBay says something arrived that is pretty much the end of the story, even if the item does not arrive. Then you have to fight with the USPS to determine where item is. Seller has no control over this either. In the very recent pass I have been given notification of delivery and then things never show up.
