He says it is a mistake, but I suspect this is his normal sales process. Watch out for him. Also, he charged $60 for an aluminum part to be shipped within the US. It was packaged fine and arrived quick with the box undamaged. With that said, whom ever boxed it up didn’t seem to care and it took me an hour with a small screwdriver and a fin tool to straighten out the sections of bent fins that weren’t there in the pictured side and an extra half hour on the side not pictured.
