I contacted the seller, and they told me I could add "must be OEM unlocked" in the note-to-seller box at checkout on ebay. I sent the first phone back for a full refund, and the second phone they sent me was exactly what I needed. I'm very grateful for their help through this process.

The device I received was in great condition, just as described (or even better!). I ended up returning the device because it was a bit big for my preference, but the seller's generous return policy made this very easy for me.
