It seals and after running the vehicle and using the rubber cover, I have not seen any leaks on any part of the valve. I installed it first by finger tightening it, then using a wrench on the square part of the body to turn it 1/8th of a turn. The valve latch does not face down and should not have any contact with anything on the road more than anything else on its level would have.
