Following the release of Prism in 2013 and the end of The Prismatic World Tour in October 2015, Perry told The New York Times in February 2016 that she was in the "research and development phase" of a new album. In February 2017, Perry stated that the album was "definitely a new era for me" and "an era of purposeful pop" she was proud of.

    A brand new sealed import CD was purchased on 9-5, shipped on 9-15, and delivered by USPS Media Mail on 9-18. Item received was brand new as listed and arrived undamaged shipped inside a plastic padded envelope. Apparently Movie Mars does not keep stock on hand and orders stock from their suppliers when a customer places an order, hence the long wait time to ship. The new and undamaged condition of CD received and the reasonable price offered made for a satisfactory purchasing experience.
