I asked the seller about it, curious why it's sold like this; He said "install several washers" which did end up working. It comes with a tiny Allen wrech, which I had to replace with a larger one and a 10mm wrench to hold the nut opposite the bolt. Washers should be included with the listing or you should advise that additional hardware is needed. It also sticks out about 6" from the bumper.
