Looks like it's as simple as bus address prefix decoders/muxes and just add your own EEPROMs from Octopart. While technically you could slap add-in "ROM" as a TSR during boot, these provide slightly more permanent storage. I may throw ROM BASIC or some utility TSRs in them because "why not?"

They noticed the packaging had a small amount of damage but it did not look like the cable itself was damaged. I was given the option to cancel the order. I chose not to but this lead to a conversation about the item and I was able to get a better description and am now more confident that it will satisfy my needs.
